60 FPS should be stable most of the time, but it depends on the amount of visual effects and layers your wallpaper is using. The Software will run with a lower CPU priority, which leads to lags if some other process (like games) is running at the same time. But rather your wallpaper is lagging than your game ;)
You also have some Performance-Options like Render-Type, Swap-Interval, etc.
